California has paid scores of criminals to care for vulnerable residents

Now this is scary stuff. People convicted of violent and financial crimes being allowed to look after elderly people, often with no supervision? I'm unbelievably grateful that I don't have elderly relatives living in California, but somehow I doubt this problem is restricted to one place.
